Cultural Relations was separated from the Department of Scientific Research and Cultural Relations to become an independent department under the name "Department of Cultural Relations," with the following responsibilities:
- Approving draft scientific cooperation agreements with research institutions and organizations.
- Attracting support for strengthening and developing cultural relations.
- Proposing work programs for implementing memoranda of understanding and cultural agreements.
- Reviewing the drafting of agreements, memoranda of understanding, and work programs.
